Overview of anti-corruption activities
By Order No. 687-OD dated 08/31/2016, the regulation on the Anti-corruption commission of the University was approved in the wording adopted by the decision of the Academic Council dated 08/31/2016, Protocol No. 1.
09/01/2015. action plans for combating corruption at StSMU for 2015-2016 and for 2015-2020 were approved on 12/29/2015.
By order of the Rector No. 1216, a commission was established to comply with the requirements for employee official behavior and resolve conflicts of interest.
A section dedicated to combating corruption has been created on the StSMU website, and feedback has been organized to report corruption.
11.01.2016 The Plan for the implementation of the concept of integrated security of the GBOU HPE StSMU of the Ministry of Health of the Russian Federation for 2016-2017 has been approved, where one of the sections is devoted to anti-corruption measures at the university.
On 06/08/2016, a meeting of the anti-corruption commission was held on the organization of preventive work to prevent corruption manifestations, informing students and employees about ways to report corruption. The issue of the initiation of a criminal case under Part 3 of Article 290 of the Criminal Code of the Russian Federation (bribe) against one of the teachers in May this year was considered. Priority measures for the prevention of corruption during the entrance exams were identified.
In pursuance of the order of the Ministry of Health of the Russian Federation dated 05/12/2016 No. 290, the staff of the National Security Committee on a permanent basis, during operational and preventive measures to combat corruption, conducts explanatory work on responsibility for committing corruption offenses and crimes.
On 10.01.2018, a Plan for the implementation of the StSMU Integrated Security Concept for 2018-2020 was developed and approved, where one of the sections is devoted to anti-corruption measures at StSMU.
08/31/2018 in accordance with the Decree of the President of the Russian Federation dated 06/29/2018 No. 378 "On the National Anti-Corruption Plan for 2018 - 2020", the University has developed and approved the Anti-Corruption Plan of the Federal State Budgetary Educational Institution of the Ministry of Health of the Russian Federation for 2018-2020.
07.10.2020, as part of the activities of the anti-corruption commission of the University (hereinafter referred to as the commission), in order to prevent corruption offenses among the teaching staff, members of the commission held explanatory talks with employees of the departments of anatomy, biology, hygiene, histology, philosophy, operative surgery and topographic anatomy. During the classes, the staff of the departments were informed about the current local acts and the regulatory framework in the field of paid services. The Regulation on the procedure for providing paid services for conducting additional classes, adopted by the decision of the Academic Council dated 06/24/2015, Protocol No. 14, approved by Order No. 594-OD dated 06/26/2015, has been brought to everyone. The heads of departments indicated the need to inform their subordinates in a timely manner about the current local legal acts at the university in order to exclude the occurrence of possible corruption risks.
Order No. 959-OD dated 11/25/2020 approved a new regulation on the commission for compliance with the requirements for official conduct of employees and conflict of interest resolution of the Federal State Budgetary Educational Institution of the Russian Ministry of Health, adopted by the decision of the Academic Council dated 11/25/2020, Protocol No. 4.
12/25/2020 approved the Plan for the Implementation of the Concept of Integrated Security of the Federal State Budgetary Educational Institution of the Russian Ministry of Health for 2021-2023, where one of the sections It is dedicated to anti-corruption measures at the university.
On 10/26/2021, in accordance with the Decree of the President of the Russian Federation dated 08/16/2021 No. 478 "On the National Anti-Corruption Plan for 2021-2024", the University developed and approved the Anti-Corruption Plan of the Federal State Budgetary Educational Institution of the Ministry of Health of the Russian Federation for 2021-2024.
In 2021, 3 extraordinary meetings of the anti-corruption commission were held, which considered:
- anonymous appeals from citizens received on the official website of the University on the issue of the activities of employees of departments (Protocol No. 11 of 01/29/2021);
- complaints from patients addressed to the chief physician of the dental clinic of the University (Protocol No. 12 dated 03/26/2021);
- a presentation by the investigator of the Stavropol Interdistrict Investigative Department of the SU IC of Russia in the Stavropol Territory, Gikalo S.V., on taking measures to eliminate the circumstances that contributed to the commission of a crime (other violations of the law), sent as part of a criminal case accusing a university employee of committing a crime under Part 3 of Article 290 of the Criminal Code of the Russian Federation (Protocol No. 13 of 11/19/2021).
In the 1st half of 2022, 2 extraordinary meetings of the anti-corruption commission were held, which considered:
- a presentation by the senior investigator of the Stavropol Interdistrict Investigative Department of the SU IC of Russia in the Stavropol Territory, Moskvitina Ya.A. on taking measures to eliminate the circumstances that contributed to the commission of a crime (other violations of the law), sent as part of a criminal case accusing a university employee of committing a crime under Part 1 of Article 291.1 of the Criminal Code of the Russian Federation (Protocol No. 14 of 03/18/2022);
- representation of the investigator of the Stavropol Interdistrict Investigative Department of the SU IC of Russia in the Stavropol Territory, Gikalo S.V., on taking measures to eliminate the circumstances that contributed to the commission of a crime (other violations of the law), sent as part of a criminal case accusing a university employee of committing crimes under Part 2 of Article 290 of the Criminal Code of the Russian Federation (Protocol No. 15 of 05.05.2022).
05/20/2022 approved a plan for preventive measures by the Anti-Corruption Commission of the Federal State Budgetary Educational Institution of Higher Education of the Ministry of Health of the Russian Federation for the prevention of corruption offenses among the teaching staff in the 2022/2023 academic year.
Order No. 414-OD dated 05/25/2022 approved the Regulation on Conflict of Interests and Anti-Corruption Policy of the Federal State Budgetary Educational Institution of the Russian Ministry of Health, adopted by the decision of the Academic Council dated 05/25/2022 (Protocol No. 11).
In the 2nd half of 2022, 2 extraordinary meetings of the anti-corruption commission were held, which considered:
- representation of the investigator of the Stavropol Interdistrict Investigative Department of the SU IC of Russia in the Stavropol Territory, Gikalo S.V., on taking measures to eliminate the circumstances that contributed to the commission of a crime (other violations of the law), sent as part of a criminal case accusing a university employee of committing crimes under Part 1 of Article 290 of the Criminal Code of the Russian Federation, Part 2 of Article 290 of the Criminal Code of the Russian Federation (a bribe) (Protocol No. 16 of 07/18/2022).
- an anonymous appeal received by the official e-mail of the Federal State Budgetary Educational Institution of the StSMU of the Ministry of Health of the Russian Federation on the activities of the associate professor of the Department of Histology in terms of the competence of the commission (Protocol No. 17 dated 12/23/2022).
In 2023, 1 extraordinary meeting of the anti-corruption commission was held with the agenda: Consideration of facts of corruption on the part of associate professors of the Department of Hospital Surgery. Based on the results of the review, the employment relationship with them was terminated. (Protocol No. 18 of 10/20/2023).
