ABOUT THE COUNCIL OF YOUNG SCIENTISTS AND SPECIALISTS
(Approved at the meeting of the Academic Council of the Academy on December 22, 2010, Protocol No. 5)
1.1. The Council of Young Scientists and Specialists (hereinafter referred to as the Council) is a permanent public collegial advisory body of the Academy.
1.2. The Council performs expert advisory functions on issues of youth policy in the scientific and educational sphere, represents the interests of young scientists and specialists in various bodies of the city, region, and the Russian Federation.
1.3. The Council shall conduct its work in accordance with the principles of voluntariness, transparency, equality and self-government on the basis of the legislation of the Russian Federation in the field of higher education, the Regulations on the Council of Young Scientists and Specialists of the subject of the Russian Federation, the Charter of the Academy, decisions of the Academic Council of the Academy and these regulations.
1.4. The general management and coordination of the Council's activities is carried out by the Vice-Rector for Scientific and Innovative Work of the SSMA.
1.5. The direct management of the Council's activities is carried out by the Presidium of the Council, which independently adopts internal documents regulating its work.
1.6. The Council has the right to have a letterhead, an emblem, a seal and stamps with its name approved by the Presidium of the Council and not contradicting the corporate identity of the Academy.
1.7. The decision on the establishment, reorganization or liquidation of the Council's activities is made upon the recommendation of the Presidium of the Council by the Academic Council of the Academy.
2.1. The main purpose of the Council's activities is to integrate and coordinate the scientific creativity of young scientists and specialists of the Academy, to increase the effectiveness of their research work, to create favorable conditions for the implementation of scientific developments.
2.2. In order to achieve its goals, the Council, in the field of its competence, solves the following tasks:
- development of proposals and measures to stimulate the work of young scientists and specialists, promote the creation of conditions for their professional growth and increase social activity;
- development of the scientific personnel potential of the Academy due to the creative growth of young scientists;
- assistance in information support of scientific research of young scientists and specialists, promotion of scientific and technical creativity of young people, including in electronic media;
- assistance in strengthening and developing international relations between young scientists and specialists;
- consolidation of efforts of young scientists and specialists in the development of current scientific problems and solving priority scientific tasks;
- promotion of the latest scientific achievements;
- coordination of interaction of young scientists and specialists with public authorities and local governments, organizations and institutions, public associations;
- promotion of socially useful youth scientific initiatives;
- participation in the development of draft normative legal acts in the field of support for scientific creativity of young scientists and specialists of scientific and educational institutions located in the Stavropol Territory and within the framework of the work of the Council of Young Scientists and Specialists of the Stavropol Territory;
- promotion of the implementation of research results of young scientists and specialists,
- development of innovative activities of young scientists and specialists;
- selection and popularization of achievements of young scientists and specialists of the StGMA, their submission for participation in federal and regional competitions, including the competition for the award of the President of the Russian Federation in the field of science and innovation for young scientists;
- organization and holding of scientific conferences, seminars, visiting schools and other events in which young scientists and specialists can participate;
- In order to carry out its activities, the Council has the right to:
- to submit, in accordance with the established procedure, proposals aimed at implementing the tasks of the Council for consideration by the Rector's Office, the Academic Council of the StGMA;
- to take initiatives on issues of scientific and public life related to the sphere of activity of the Council;
- to represent the interests and protect the rights of young scientists and specialists of StGMA in the state authorities of the subject of the Russian Federation, local self-government, scientific and public associations;
- participate in the work of the executive and legislative authorities of the subject of the Russian Federation, as well as academic councils of scientific organizations and educational institutions, cooperate with educational, scientific and other organizations on issues related to the scope of the Council's activities;
- to hold public hearings on socially important issues;
- participate in international, national, interregional, regional and other projects and programs;
- to organize scientific, educational, cultural, sports, recreational events, exhibitions, competitions;
- to carry out other activities in the interests of young scientists and specialists that do not contradict the current legislation.
3.1. The members of the Council are young scientists, specialists, doctoral students and postgraduates of the Academy, whose age does not exceed 35 years (for doctors of sciences – 40 years), who have submitted applications to the Presidium of the Council, and when creating the Council to the initiative group.
3.2. The main divisions of the Council are:
- General Meeting of the Council;
- The Presidium of the Council.
3.3. General Meeting of the Board:
- adopts the Regulation on the Council;
- elects the Presidium of the Council;
- hears the annual report of the Chairman of the Council on the results of the Council's activities;
- submits proposals to the Academic Council of the Academy on amendments to this regulation, reorganization or liquidation of the Council;
- has the right to make other decisions concerning the activities of the Council.
The General Meeting of the Council is valid if at least half of its members are present. The meetings are open.
General meetings of the Council are held at least once a year.
3.4. The Presidium of the Council includes representatives of the youth scientific community of the Academy on an elective basis. The head of the student scientific society is a member of the Presidium of the Council.
The composition of the Presidium of the Council is elected at the General Meeting of the Council by open voting by a simple majority of votes and may be changed before the expiration of its terms of office.
Membership in the Presidium of the Council may be terminated in the following cases:
- on the recommendation of the administration of the StGMA;
- by decision of the general meeting of the Council;
- own statement by a member of the Presidium of the Council;
- upon reaching the maximum age.
3.5. Meetings of the Presidium of the Council are valid if at least half of its members are present. The meetings are open.
Meetings of the Presidium of the Council are held at least 4 times a year.
3.6. The Presidium of the Council:
- elects the Chairman, his deputy(s) and the Executive Secretary of the Council;
- organizes the current activities of the Council,
- makes decisions on the activities of the Council, on the convening and timing of regular and extraordinary meetings of the General Meeting of the Council
- makes other decisions concerning the activities of the Council.
3.7. The Chairman of the Council is elected at a meeting of the members of the Presidium of the Council from among the elected members of the Presidium for a term not exceeding 3 years.
Chairman of the Council:
- organizes and directs the work of the Council;
- Presides over the meetings of the Presidium of the Council;
- is the official representative of the Council at the Academic Council and the Rector's Office of the Academy, in the Council of Young Scientists and Specialists of the Stavropol Territory, as well as various bodies and organizations;
-acts on behalf of the Council within the competence established by the Regulation;
- interacts with state and local government bodies, institutions and organizations, public associations and citizens in accordance with current legislation and Regulations.
- decides on the convening and timing of regular and extraordinary meetings of the Presidium, as well as decides on other issues related to the preparation and holding of a meeting of the Presidium of the Council;
-signs the decisions adopted by the Presidium of the Council;
- at least once a year reports to the members of the Council at the general meeting of the Council on the work done.
3.8. In case of termination or impossibility of performance of duties by the Chairman of the Council, these duties shall be transferred to his deputy.
The Deputy Chairman of the Council is elected from among its members by a simple majority vote at a meeting of the Presidium of the Council.
The deputy performs the following functions:
- the Chairman of the Council in his absence;
- executes the instructions of the Chairman of the Council given within his powers within the competence of the Council;
- carries out the instructions of the Presidium of the Council;
- provides scientific and methodological support for the activities of the Council;
- performs other functions.
3.9. The Executive Secretary of the Council is elected at a meeting of the Presidium of the Council from among its members by a simple majority of votes for the term of office of the Chairman of the Council.
Executive Secretary of the Council:
- carries out preparations for the meetings of the Presidium of the Council;
- organizes the work between meetings and provides information support for the activities of the Council;
- maintains and draws up minutes of meetings of the Presidium of the Council;
3.10. Members of the Council of Young Scientists and Specialists have equal rights and bear equal responsibilities.
A member of the Council has the right to:
- to elect and be elected to the Presidium of the Council;
- to participate in the activities of the Council;
- express their opinions orally and in writing on the issues of the Council's activities;
- submit proposals for the Council's consideration on the areas of its activities and participate in the discussion of all issues under consideration;
A member of the Council is obliged to:
- comply with current legislation and Regulations;
- to carry out the decisions and instructions of the Council adopted within the limits of its powers defined by the Regulation;
- to fulfill the obligations assumed, to be guided in their activities by the goals, objectives and principles of the Council;
- in its activities, strictly adhere to the decisions of the Council adopted by it in the areas of its activities.
